Honorable Mention – 2 Pre-Timeskip One Piece Arcs Near Misses

Skypiea Arc

It’s a bummer that Skypiea just misses the list. The reason Skypiea does not rank among the top 10 pre-timeskip arcs is how it felt to watch it. Not just me, but plenty of others have stated how bloated it felt. The Skypiea arc dragged on and on, which is unfortunate. I remember getting to the sky island and thinking how cool the setting is. Out of all the places the Straw Hats visited, Skypiea is easily top 5 aesthetically. On top of that, many fans remember how funny the arc is.

Thriller Bark Arc

The arc that introduces everyone’s favorite skeleton, Brook, just misses the top 10 entry. Just like Skypiea, Thriller Bark feels like it stays way past the point it needs to be. Also, as a main villain, Moria just does not cut it. The supporting cast of villains was also pretty whatever. I know the arc is not meant to be as serious as others, but it lasted too long. Other than that, Zoro’s arc with Kuma is definitely one of the greatest moments in all of One Piece.

10. Post-Enies Lobby Arc – A Needed Rest Arc and Character Reveals

Alright, the first on this list is a chill one. The Post-Enies Lobby Arc is quite short with only 11 chapters, but it delivers. The reunion of Koby and Luffy after about 400 chapters, the reveal of Luffy’s lineage, and the new Straw Hat bounties are what every fan was waiting for. It is a much-needed light-hearted arc after some of the most emotionally charged moments in One Piece history.

There’s also the new ship, the Thousand Sunny, that gets introduced. After all the emotion of losing the Going Merry, the Thousand Sunny does a great job of keeping the Going Merry’s spirit alive.

Oda also delivers Franky joining and Usopp and Robin rejoining the crew. It is a short arc, but an arc that many fans still fondly recall seeing.

9. Loguetown Arc – The Send Off to the True Beginning

The capstone of the East Blue Saga, Loguetown Arc, is really the beginning of One Piece’s true adventure. Luffy earns his first bounty, assembles a crew of 5 strong-willed pirates, and makes a final stop before entering the Grand Line-an ocean shrouded in mystery and danger.

The introduction of Smoker and Tashigi and the alliance of Buggy the Clown and Alvida make their mark. And of course, who can forget Dragon making his epic, mysterious debut in the series? While not a very action-packed arc, it does introduce key characters. Many fans say this is the true start to One Piece.

8. Sabaody Archipelago Arc – Rulers of the World and Story Impact

At number 8 is the Sabaody Archipelago Arc. The Straw Hats finally reach the end of Paradise, the first half of the Grand Line, where the towering Red Line and the Celestial Dragons await. Sabaody initially feels like a vibrant, charming island, but beneath the surface lies one of the darkest truths in the One Piece world.

As the crew explores the island, they learn firsthand how the Celestial Dragons abuse their status, treating anyone they deem “lesser,” especially fishmen, as disposable. This culminates in the infamous auction house scene, where Camie is kidnapped and sold as a prized mermaid. Luffy’s response to this injustice is the moment fans had been waiting for, and it’s one of the most satisfying punches in the entire series.

Beyond the emotional weight, this arc is loaded with major plot reveals: the introduction of the Worst Generation, Kizaru’s overwhelming power, Rayleigh’s debut, and Kuma’s shocking separation of the Straw Hats. Sabaody isn’t just a turning point—it’s the spark that ignites the massive war that reshapes the world of One Piece.

7. Alabasta Arc – Luffy’s First True Villain Test

While many fans place the Alabasta Arc in their top five, it falls a bit lower on my list. Outside of Crocodile and Bon Clay, most of the Baroque Works villains don’t leave a lasting impact. Even Daz Bones, Mr. 1, has a memorable battle with Zoro but fades out of relevance soon after.

Another small issue is how early Luffy faces a Warlord of the Sea. At the time, Oda seemed to be setting up the Warlords as the primary antagonistic force, but as the story evolved and shifted toward the Emperors and the mysteries of the Void Century, Crocodile’s placement in the narrative felt a bit early in hindsight. Still, Crocodile remains one of the toughest opponents Luffy ever faced in the pre-timeskip era.

Alabasta’s emotional highs, however, are undeniable. Vivi’s farewell, symbolized by the X tattoos on the crew’s arms, remains one of the most touching moments in the entire series. The battles were strong across the board, and Luffy destroying the ancient poneglyph as a way of telling Robin that her past doesn’t define her is one of the arc’s most beautiful symbolic moments. Alabasta is a great arc, just not quite top-tier compared to what’s ahead.

6. Baratie Arc – A Bittersweet Farewell and Character Moments

At number 6 is the Baratie Arc, one of my personal favorites. For such a short arc, it delivers a surprising amount of impact. We get the cool and suave introduction of Sanji and immediately see why he becomes such a beloved member of the crew.

The Baratie also raises the stakes for the first time. Don Krieg is hyped as the most dangerous man in the East Blue, only to be instantly humbled by Dracule Mihawk. Watching Zoro challenge Mihawk, get one-shotted, and make his iconic vow is one of the earliest goosebump moments in the entire series.

Sanji’s side story with Gin adds emotional weight, showing his compassion and moral code beneath the cold exterior. And of course, the farewell to Zeff, Sanji holding back tears until he can’t anymore, is easily one of the most touching pre-timeskip scenes. Baratie isn’t just an introduction arc; it’s the moment One Piece shows how deeply it can hit when it wants to.

5. Arlong Park Arc – Nami’s Breaking Point and Luffy’s Promise

At number 5 is the Arlong Park Arc, the moment fans realized, oh damn, this show is absolute peak. Arlong Park Arc is where most people would say “if you watch this arc and don’t like it, then the show is not for you.” This 100% rings true. It has everything a typical One Piece arc offers. A group of people are oppressed, one of Luffy’s friends is in said group, Luffy saves the day and fans cry at the end. It’s Oda at his best. When Luffy placed his hat on Nami every fan went nuts. The anime version of this scene even added the famous walk to Arlong Park.

Also, this is the first arc where people were thinking no way Luffy can beat a fishman like Arlong, they are twice as strong as humans. Somehow, Luffy, Zoro, Usopp and Sanji were able to win their fights and save the people of Cocoyashi Village. Definitely one of the best pre timeskip arcs in this ranked list.

4. Impel Down Arc – Unlikely Allies United by Sacrifice

At number 4 is the Impel Down Arc, one of the wildest and most chaotic rescue missions in the series. After Ace is taken into custody and sent to Level 6—the prison’s darkest pit for the world’s most notorious criminals, Luffy breaks into Impel Down alone and begins his descent to save him.

What makes this arc so memorable is how many unlikely allies step back into the spotlight. Luffy reunites with Buggy, Mr. 3, and the legendary Bon Clay, and meets Jinbe for the first time. This ragtag group shouldn’t work together, yet their personalities bounce off each other perfectly, creating some of the funniest and most heartfelt moments in the entire pre-timeskip era.

The emotional peak hits when Luffy gets poisoned by Magellan, Impel Down’s terrifying warden, in one of the series’ most underrated gut punches. And of course, Ivankov and Bon Clay’s sacrifices to keep Luffy alive cement them as fan favorites, Bon Clay especially remains a character fans desperately hope to see again.

Impel Down isn’t just a prison break arc, it’s a testament to how far Luffy will go for his brother and how much impact the series’ side characters can have when pushed into the spotlight.

3. Marineford Arc – The Pre-Timeskip Climax of the Great War

At number 3 is the Marineford Arc, and whether it deserves to be higher or lower, there’s no denying the sheer aura this arc carries. Following the events of Impel Down, Luffy and his temporary allies crash into the battlefield from the sky in one of the most iconic entrances in anime. And from that moment on, Marineford never lets up.

Almost every major name in the world, Admirals, Warlords, Emperor commanders, and legends of the old era, converge on one battlefield. Luffy quickly earns Whitebeard’s respect for charging in without hesitation to save Ace, and their brief but powerful dynamic becomes one of the emotional anchors of the arc.

From Luffy standing against all three Admirals, to freeing Ace, to punching Koby to stop the war, Marineford is stacked with moments that define the series. Blackbeard’s arrival and theft of Whitebeard’s Devil Fruit shift the entire world’s balance, and the war only ends when Shanks himself steps in to call for peace.

Marineford isn’t just a battle arc, it’s the turning point of One Piece. Even years later, the impact of its events continues to ripple through the story, with many plot threads still unresolved.

2. Enies Lobby Arc – The Rescue Mission That Changed Everything

At number 2 is the Enies Lobby Arc—back-to-back rescue missions, except this time Luffy refuses to fail. After the events of Water 7, the Straw Hats reach Enies Lobby, a government-controlled island where CP9 has taken Robin to be sentenced and erased from history. The crew races in only moments behind her, fighting through waves of agents to finally reach her.

What follows is one of the most iconic scenes in all of anime. Robin’s scream that she wants to live, and wants Luffy to save her, changes everything. Luffy’s order for Sogeking to shoot down the World Government flag is the Straw Hats’ declaration of war, and it still stands as one of the most defining moments in One Piece.

Enies Lobby is also packed with power-ups that fans still talk about. Luffy debuts Gear Second and Gear Third, Zoro unveils Asura, Sanji ignites Diable Jambe, Chopper loses control in Monster Point, Nami upgrades her clima-takt, and Usopp reveals his new weapon, Kabuto. The arc fires on every cylinder: emotion, action, character development, and worldbuilding.

Where Enies Lobby delivers nonstop action, Water 7 gives us something even more important: a story that cuts deep into the heart of the Straw Hat crew.

The mystery surrounding Robin and CP9 is some of the best plotting Oda has ever written. Layer that with the breathtaking Water 7 setting, a Venice-inspired city of canals, shipwrights, and political tension, and the arc immediately feels different from anything that came before it.

Then comes the reveal: Lucci, Kaku, and Kalifa, beloved shipwrights and allies, are secretly members of CP9. Their betrayal hits harder because of how naturally they were integrated into the story. All of this happens while Aqua Laguna, the annual superstorm, reaches its peak, creating one of the most atmospheric and cinematic climaxes in the series.

And of course, the emotional core of the arc, Usopp vs Luffy. Their fight is heartbreaking, raw, and human. You can’t help but root for Usopp, even knowing he can’t win. It’s a moment that perfectly captures the strength and fragility of the Straw Hats’ bonds.

Looking back, the stakes might seem small compared to the world-shaping events that come later, but that’s exactly why Water 7 hits so hard. The danger is personal. The emotions are intimate. The crew is fractured not by an outside force, but by their own fears and failures.

Water 7 is an 11/10 arc, beautiful, emotional, mysterious, and deeply character-driven. It isn’t just one of the best pre-timeskip arcs in One Piece. It’s the arc that defines what makes One Piece truly special.
